SPECIAL RECOGNITIONS
Board Comments.  The Board gave special recognitions to all the high schools fall athletics (football, softball), and Veteran's Day programs in the schools.   Roxanne Whitaker received positive comments about the fall break from parents.

 PUBLIC PARTICIPATION
There was no public participation.

SUPERINTENDENT'S REPORT

Foreign Language. Mr. Price presented to the Board a proposed outline for an implementation plan regarding the committee recommendations for K-12 foreign language programs. Our primary concern is how to fit Foreign Language into the existing instructional day. Dr. Williams will visit each school council for input.
Salary Study.
Mr. Price updated the Board on their request for an Administrative Salary Study.  At issue is whether to continue to pay a salary based on certificate and experience or to change to a pay based on job assignment and performance. The Board requested committee members from the business community.
Sports Medicine Proposal.
 
Mr. Price updated the Board on a proposal received from Orthapaedic Associates of Augusta, for services to our high school athletic programs.
School Calendar Survey.
  Mr. Price presented to the Board an update on the the preliminary responses received for the school survey.  About 200 had responded with the majority in favor of fall/mid-winter breaks.  The only variances have been in the length of the break (1-4 days).  A summary will be presented to the Board  at the next BOE meeting with the survey results and  a proposed calendar for 2004-2006.
 

BOARD APPROVALS/Discussions
Consent Items. 
The Board gave approval of consent items: minutes from 9/23, and 10/14 meetings, financials, employee travel, fundraisers, gifts & donations, partners in education, and overnight trips (HHS to Scotland).
Student Enrollment Projections for 2004-2005.  The Board approved the following system student enrollment projections for the 2004-2005 school year:

2004-2005 = 19607 (+388)
2005-2006 = 20003 (+396)
2006-2007 = 20412 (+409)
2007-2008 = 20701 (+289)
2008-2009 = 20956 (+256)

BUILDING PROGRAM

Project Update.   Mr. Price updated the Board on the various building projects going on in the county: window replacements at South Columbia Elementary, and Belair Elementary; painting at  Riverside Middle; foods Lab Conversion at Harlem High; and electrical upgrades with an estimated complete date of January 2004.

PERSONNEL RECOMMENDATIONS

On the recommendation of Superintendent Price, the personnel recommendations were approved as presented.
